Assessment for Teachers

The teacher’s certification is an external assessment for teachers. It contains standardized testing, self-assessment and the study of their work experience.

Teachers participate in the certification voluntarily. Successful certification leads teachers to salary increases. The certification aims to find and motivate highly professional teachers who have mastered competency-based teaching techniques and up-to-date educational technologies and promote the dissemination of these techniques and technologies.

Each year the Ministry of Education and Science of Ukraine decides on the number and the categories of teachers to participate in the certification.

In 2019–2022 only primary school teachers could participate in the certification.

In 2023, for the first time, not only primary school teachers, but also teachers of mathematics, Ukrainian language and literature in secondary schools took part in the certification. 

In 2024, for the first time, teachers of history and civics are taking  the certification exam.

The Certification consists of three consequent stages:

1) Standardized testing conducted by the Ukrainian and Regional Centers for Educational Quality Assessment;

2) Participants’ self-assessment facilitated by the State Service of Educational Quality and its territorial bodies; and

3) Teachers’ practical experience analysis conducted by the State Service of Educational Quality and its territorial bodies.

These stages are subsequent, and the teachers can get to the next stage only having passed the previous one.

According to the order of the Ministry of Education and Science, in 2024, no more than 1,500 primary school teachers, 1,000 teachers of mathematics and 1,000 teachers of Ukrainian language and literature, and no more than 500 teachers of civics and history and/or social studies will get an opportunity to take the certification exam.

Registration for the certification lasted from January 15 to 30. 

A total of 1423 primary school teachers, 506 mathematics teachers, 592 Ukrainian language and literature teachers, and 463 history and/or social studies teachers have registered for the 2024 certification.

Independent evaluation of primary school teachers, teachers of mathematics and Ukrainian language and literature took place on March 9. For teachers of history and civics the test will be held on September 14.
