Assessment for Teachers

The teacher’s certification is an external assessment for teachers. It contains standardized testing, self-assessment and the study of their work experience.

Teachers participate in the certification voluntarily. Successful certification leads teachers to salary increases. The certification aims to find and motivate highly professional teachers who have mastered competency-based teaching techniques and up-to-date educational technologies and promote the dissemination of these techniques and technologies.

Each year the Ministry of Education and Science of Ukraine decides on the number and the categories of teachers to participate in the certification.

In 2019–2022 only primary school teachers could participate in the certification.

In 2023, for the first time, not only primary school teachers, but also teachers of mathematics, Ukrainian language and literature in secondary schools took part in the certification. 

In 2024, history and civics teachers participated in the certification process for the first time.

Starting in 2025, foreign language teachers, specifically those teaching English, will have the opportunity to obtain certification.

The Certification consists of three consequent stages:

1) Standardized testing conducted by the Ukrainian and Regional Centers for Educational Quality Assessment;

2) Participants’ self-assessment facilitated by the State Service of Educational Quality and its territorial bodies; and

3) Teachers’ practical experience analysis conducted by the State Service of Educational Quality and its territorial bodies.

These stages are subsequent, and the teachers can get to the next stage only having passed the previous one.

According to the order from the Ministry of Education and Science, the following number of teachers will be eligible for undergoing certification in 2025:

  • 1,500 primary school teachers

  • 1,000 mathematics teachers

  • 1,000 Ukrainian language and literature teachers

  • 1,000 history and civics teachers

  • 500 English language teachers

     

Registration for certification was open from December 23, 2024, to January 9, 2025. 

Independent testing for teachers of primary school subjects, including mathematics, Ukrainian language and literature, as well as history and civics, took place on February 8. 

Testing for foreign language teachers is scheduled for September 13.

Teachers of primary school, mathematics, Ukrainian language and literature, history, and civic education have already received the results of the independent testing online in their accounts. English language teachers will receive their results no later than September 24, 2025.
