The New Ukrainian School is a key reform of the Ministry of Education and Science of Ukraine. The main purpose of this reform is making school a place where studen studies and not only get equipped with knowledge but also with learning power and character necessary for success in real life. To succeed in primary school reformation, it is necessary to analyze high quality data on students’ learning outcomes. This external research was prepared by several institutions, namely the Ukrainian Center for Educational Quality Assessment, the National Academy of Pedagogical Sciences of Ukraine, the Institute of Educational Analytics, and the Charitable Foundation ‘Institute for Education Development’. Additionally, several international experts and dozens of Ukrainian specialists, i.e. scientists, methodologists, teachers from several leading institutions of general secondary education and higher education, joined the project.

The second cycle of the research was planned for 2020. However, it was postponed to 2021 due to COVID-19 pandemic. In 2021 almost 8000 students from 355 schools participated in the assessment.
