ENTRANCE EXAMINATIONS 2023

On February 24, 2022, the Russian Federation launched a large-scale military aggression against Ukraine, which can also be considered an attack on the entire civilized, democratic world. However, even in these incredibly challenging circumstances, the Ministry of Education and Science of Ukraine, as well as the Ukrainian Center for Educational Quality Assessment (USEQA), have been diligently working to ensure equal and fair access to education at Ukrainian universities for all Ukrainian citizens.

For the second consecutive year, USEQA has conducted such entrance examinations,as the National Multi-Subject Test (NMT) for admission to Bachelor’s programs, the Unified Entrance Exam (UEE) and the Unified Professional Entrance Exam (UPEE) for admission to Master’s programs, not only within Ukraine but also abroad.

As a result, in 2023, more than 30,000 applicants who had to leave Ukraine due to the war were provided the opportunity to take the entrance tests in temporary testing centers (TTCs) abroad. This allowed them a chance to pursue their dreams of becoming students at Ukrainian higher education institutions. Remarkably, this represents nearly every 10th individual who had planned to enter Ukrainian universities this year!

The preparation processes organized by USEQA involved hundreds of individuals, dozens of institutions and an incredible number of hours of negotiations, consultations and various approvals. All of these efforts were dedicated to ensuring that Ukrainian youth abroad could exercise their right to enter Ukrainian institutions of higher education. To set up at least one TTC for conducting the testing, it was necessary not only to find partners in specific countries and agree on crucial logistical details but also to provide continuous support and guidance during the entire preparation and testing period. Additionally, it required the training and support of Ukrainian individuals who were prepared to conduct on-site testing as well as coordinate and advise participants.

Despite the numerous and challenging operational issues, we find solace in the visible results. Indeed, the outcomes are impressive! For instance, to conduct NMT we successfully operated 496 TTCs in 32 countries and 53 cities across Europe and North America. For the UEE and UPEE, we established testing centers in 12 cities across 9 European countries, providing a total of 30,276 workstations for the 2023 entrance examination participants.

These achievements became possible due to the collaboration of numerous stakeholders at various stages of preparation and examination conduct. Each played a vital role in solving specific problems, including:

  • The Ministry of Foreign Affairs, along with Ukrainian embassies and consulates worldwide, who facilitated communication and the organization of TTCs abroad,
  • Donetsk and Kherson Regional Centers for Educational Quality Assessment, who were responsible for personnel involvement, training, and supported examination conduct,
  • Ministries of Education in foreign countries, who approved various organizational matters concerning the NMT, UEE, and UPEE in their respective nations,
  • Official PISA сenters, public organizations, dedicated volunteers Ukraine's call for assistance in conducting the testing,
  • Heads of foreign educational institutions and representatives of these institutions, who provided the necessary conditions for the examinations.
